Acting Foreign Minister Amir Khan Muttaqi has reassured the Russian special envoy for Afghanistan Kabulov that “his country’s leadership is listening to the advice from the Russian friends and is working on the formation of an inclusive government, on human rights issues, including, naturally, the rights of women and girls,” TASS News Agency reported on Monday.

The Russian envoy Zamir Kabulov earlier visited Afghanistan and met with Muttaqi.

The Ministry of Foreign Affairs did not provide details but said that Russia has a particular place in Islamic Emirate’s foreign policy.

“Mr. Muttaqi said that Russia has a special place in Islamic Emirate’s foreign policy and there was an assurance from the Russian side to provide facilities to the Afghan embassy in Moscow,” said Zia Ahmad Takal, deputy spokesman for the foreign ministry.

Analysts said Russia can play an essential role in forming an inclusive government in the country.

“The Taliban and Russia may agree on it. Of course, in case it is acceptable for all aspects of the society in Afghanistan,” said Abdul Nasir Shafay, an instructor.

“Formation of inclusive government and reforms in human rights will play an important role in stability, the start of intra-Afghan dialogue and nation building,” said Najibullah Jami, a political analyst.

The Russian envoy also stressed ensuring peace, development and prevention of terrorism and drug trafficking in Afghanistan.
